
Who are we?
The NATC is a Department under the Ministry of Home Affairs and Internal Security and is charged with the responsibility of coordinating the prevention, detection, response to, mitigation and investigation of terrorists acts, financing of terrorism, proliferation, proliferation financing and threats to internal security. The Director General of the Centre is appointed by the Republican President through a Service Commission. Other members of staff at NATC shall be appointed or seconded from the Public Service when necessary to assist the Director General in the performance of his/her functions.
The general or specific policy directives to the Centre shall be performed by the National Anti-Terrorism Committee which consists of part-time members drawn from the Defense and Security organisations as well as other government agencies or departments
Mandate of the Centre
The Centre has the mandate to co-ordinate the prevention, detection, response to, mitigation and investigation of terrorist acts, financing of terrorism, proliferation financing and threats to internal security.
Functions of the Centre
According to the Anti-Terrorism and Non-Proliferation Act No. 6 of 2018, the Center has the following functions among others:-
- Draw up plans and coordinate actions for counter terrorism acts, financing of terrorism, proliferation and proliferation financing;
- Integrate and analyze intelligence pertaining to terrorism, financing of terrorism, proliferation and proliferation financing;
- Maintain a database of known and suspected terrorists and terrorist organisations, their networks, goals, strategies, capabilities, support and other relevant information;
- Provide law enforcement agencies access to the intelligence support necessary to execute counter- terrorism and proliferation plans and accomplish their assigned tasks;
- Co-ordinate with investigation and intelligence agencies to ensure effective detection and prosecution of terrorism, financing of terrorism, proliferation and proliferation financing,;
- Prepare regular threat assessment reviews and disseminate them to the appropriate levels in Government.
