To coordinate the prevention, detection, response to, mitigation and investigation of terrorists acts, financing of terrorism, proliferation, proliferation financing and threats to internal security.

This includes:

  • drawing up plans and coordinating actions for counter-terrorism acts, terrorism financing, proliferation and proliferation financing
  • providing law enforcement agencies access to the intelligence support necessary to execute counterterrorism tasks
  • coordinate with investigation and intelligence agencies to ensure effective detection and prosecution of terrorism
  • develop and promote the adoption of best practices for coordination of law enforcement agencies, government institutions and the general public in combating terrorism

The NATC was established under the now repealed Anti-Terrorism Amendment Act No. 2 of 2015. Its establishment has however been continued under the prevailing Anti-Terrorism and Non Proliferation Act No 6 of 2018.

It is willfully or negligently providing funds or financial services to be used for proliferation i.e. the manufacture, acquisition, possession, development, export, transshipment, brokering, transport, transfer, stockpiling, supply, sale or use of nuclear, ballistic, chemical, radiological or biological weapons or any other weapon capable of causing mass destruction and their means of delivery

Providing or collecting funds with the intention that the funds will be used or knowing that the funds are to be used in full or in part—

  1. to carry out a terrorist act;
  2. by a terrorist;
  3. by a terrorist organization; or
  4. for the travel of a person to a State other than the person’s State of residence or nationality for the purpose of perpetration, planning or preparation of, or participation in, terrorist act or the providing or receiving of terrorist training

It is the collective laws, regulation and activities by law enforcement agencies and relevant authorities that seek to prevent, detect and stop terrorist financing.

Members of the public are a vital source of information in the fight against terrorism. Their vigilance could be vital in stopping terrorists’ acts.
